Canterbury Earthquake - Minister's Announcement on Change 1 to the Canterbury Regional Policy Statement

The new Chapter 12A, which is substantially the urban limit provisions proposed by Change 1 but amended to take account of the impacts from the region's earthquakes, will make provision for new greenfields residential and business areas in the greater Christchurch area.

Background

Plan Change 1 to the Canterbury Regional Policy Statement was first proposed in July 2007 to provide for urban development over the next 35 years.  It was a follow on to the Urban Development Strategy which was a collaborative approach to urban growth management being pursued by Environment Canterbury, the Christchurch City Council, Selwyn and Waimakariri District Councils, and the New Zealand Transport Agency.

Subsequently there were four variations to incorporate new information on urban limits for Rolleston, Kaiapoi and Woodend and amend urban limits for Christchurch City following the incorporation of a revised air noise contour for Christchurch International Airport.  The commencement of the hearing was delayed and eventually began in 2009.  On 10 December 2009 ECan adopted the Commissioners' recommendations.

A large number of appeals were received and litigation has been on-going.  The use of the Ministers powers will bring that litigation to an end.
